Proposed RV Campground at Navarre Beach

Your Prayers for Change Is About to Happen

Just when you thought the new RV Campground on the Sound that borders US Highway 98 (Navarre Parkway) close to Publics was an eyesore, how about another proposed RV Campground eyesore coming your way at Navarre Beach. Many of you on this Forum criticized me for my comment recently that I “Liked Navarre Beach just like it is”. And of course some of you took my comment out of context and tried to connect my comment to the Navarre Mainland. I really do not have a problem with quality changes on the Navarre Mainland. My original comment was directed solely to Navarre Beach.

Some of you don’t like Navarre Beach the way it is and want to change it. Well your prayers are about to be answered with another RV Campground on Navarre Beach along the Sound and more vendor and junky attractions. What’s the motive here? It’s quite simple – another way for Santa Rosa County to collect tax revenue and send 99% of it to Milton and the northern part of the County. You know “spread the wealth around” as long as it goes to the northern part of the County.

Residents of NavarreBeach were displeased to learn about a RV park that could possibly be built on Navarre Beach.

According to Teresa Pack, president of the Navarre Beach Leaseholders and Residents Association, Inc, the Santa Rosa County Commissioners didn’t feel it was important enough for them to know about the project. Although the project is presently on hold, the fact that they were left out caused the leaseholders to be concerned.

Charles Libiris leases 8.8 acres of sound-side property and wanted to use the property for an RV Park. However, Libiris learned that the property was zoned residential medium density and would need to be rezoned to mixed-use development to have the RV park: a type of zoning that is not permitted on that part of the island.

Laurie Gallup, owner of Navarre Property, stated that not being present at the county commissioners meetings is part of the problem. But she acknowledged that the meetings are hard to attend because the “meetings are during work hours.”

Back noted that the recent architect interviews for the $1.5-million amphitheater held at 1:30 p.m. Feb. 9 was a good example of not being able to be present.

“I was out of town,” Pack said, “and it was held during the afternoon preventing others from going.”

However, the members present acknowledged that they needed to make sure their voices were heard by the county commissioners.

Charlie – I am concerned about this too. Where on the Sound? To the east of the bridge? I think that land over there is part of the CBRA designation. Does anyone know if that is still true? There are many issues that we need information on. Here are a few that come to my mind immediately:

1. How much sewage would it generate? Does our sewage plant have capacity for that? Is our sewage plant under a current NPDES permit? Are we in compliance with that permit and does it have an Administrative Order attached to it? I do not know the answers to these questions, but we would need to know these items and more.

2. What about the storm water runoff from the RV site? Would that go into the Sound? Are we willing to allow the degradation that would result from it? A large RV park will generate a LOT of run-off and it will be full of pollutants.

3. What about the traffic? Are our current roads adequate to handle the traffic from a large RV park?

4. What about underground storage tanks? Would there be any? What are the risks involved?

Three days later on July 27, 2007 the Santa Rosa County Commissioners approved the landswap for the owners. This landswap places the approximate 9 acre property in the very middle of the Navarre Beach Park.

The Navarre Press lists the leaseholder (owner) as Charles Libiris with the Navarre Beach address as 7735 White Sands Blvd. It’s possible that the actual property might be several miles west of the Navarre Beach Park along the shore of the Sound. You real estate folks should be able to verify the actual location of the proposed RV Campground in just a few minutes. Your info will be greatly appreciated.

Just think what a refreshing view you will have.LOL!!! Imagine coming outside everymorning and gazing across the Sound to the beauty of those 40 ft Diesel Pushers looking back at you. Why don't they go ahead and put a floating casino over there and get it over with. Jeeeees!!!!

The video above is two of our distinguished Santa Rosa County Commissioners from the northern part of the County trying to understand “who is on first base?” No wonder they are having a problem trying to figure out what’s best for Navarre Beach. Their ideology of a proposed RV Campground and more vendors on the beach makes about as much sense as when all five County Commissioners about three years ago voted unanimously to erect the 200 foot high tower in the Navarre Beach Park to test their proposed green energy wind turbine. The test was a total failure. We all know how the green energy scam is working out on a national level.

This Is It!

AngelGirl notified me this morning by e-mail that she researched this property on the Santa Rosa County website and sent me links. I’m about 90% sure that this is the property mentioned for the proposed RV Campground. That being the case it is right in the middle of the 5.5 miles of Navarre Beach. For those that own property on White Sands Blvd. this is not good news for you, or for any interested party of Navarre Beach. Thanks a million AngelGirl!

Your best bet is have your owners join the Navarre Beach leaseholders and come to the meetings . If you attended the Commissioners meeting this week, Comm. Melvin said the venders should not be in the park area and the water slide should stay in the area it was last year

Dear Commissioners,

It has come to my attention that you are considering a request from Charles Liberis to rezone 8 acres of land on White Sands Blvd. to allow an RV park.

Please put yourselves in the leaseholders place. Would you want an RV park in your neighborhood, perhaps across the street from your residence? Your property values would tumble as would the property values on Navarre Beach. Most of the leaseholders on the western end of Navarre Beach would be unable to sell their homes. The leaseholders moved here to enjoy peace and tranquility.

You developed a Master Plan and I suggest you abide by it, instead of trying to bend the rules to allow for any venture that promises income for the county.

Everyone comments that they don’t want Navarre Beach to become another Destin or Panama City. If an RV Park is built, Navarre Beach would become much worse, thus destroying the pristine beauty of Navarre Beach.

It's just sickening that this is even a possibility. To permanently disfigure a sizable chunk of the island for what could only be a paltry bit of tax revenue would be nothing short of criminal.

Is there any chance that that particular property - or a portion of it - might be currently designated as "wetlands" and therefore protected?

Money always wins...
